Can't comment on boost tip-in as I have the "monsterous" 26/8

I'll definitely keep it in mind if that turns out to be the source. Would ceramic coating inside/outside? work better than wrap? Im not sure of the cost, maybe by then, might as well buy new s/s headers

tonight on the highway:

starting 2000rpm 4th gear - floored it - 16psi at 3500rpm. I noticed a sputtering sound a couple of times at full boost.

most likely youve got a vaccum leak or weak wastegate.

My headers are coming off to re-align my oil cooler housing. I'd like the check/have em checked for leaks... how should I do it. I will wrpa them after.

If your headers are original, they are cracked - simple as that. For any genius who will say, "well, mines ain't cracked", they are cracked under the heat shields, where you can't see it without a cutoff wheel.

You are losing significant power with a leak. The best part of the small turbo is the area under the curve. If I was going to build a stock racer, I would concentrate on tuning the 1 bar spoolup down to 2500.
Let me see how low I can get it on Turbox's car - I am thinking 2300.....muhahahaha

I would also like to know how to check for leaks while off the car!
