A buddy of mine used to have one as well. His car ran really well and sounded surprisingly quiet without a cat or muffler. He ran low 13's IIRC.
Another guy I met in the area had one that broke well into the 12's with a pristine street car. These cars are easy to get a lot of power out of.

I have a close friend that went over 400bwhp. He was running 11.6 secs before the serious upgrades, and should be in the 10's now. I’m trying to get him into road racing; we’ll see how it handles.

I have a friend who is into DSMs too. There is a website with instructions on how to modify the ecu code, if you want it I can find it. Its a yahoo group I believe. Best thing about those cars is the 4wheel drive, plus the engine internals can support 400hp easily without upgrading. They, like the 951, need a bigger turbo to break 300 by much.

Make sure the first thing he does is take that crappy 7-Bolt block out of his 95, get a 6-bolt.. I know way to much about these cars, as i use to own one, helped build them, and sold a crazy ammount of parts for them... also is the car FWD or AWD?

i think it'd be much cheaper to just get a 90-94 than to swap out the 7 bolt and get a 6 bolt block.
you can also check buschurracing.com for parts and info. i had a 92 talon awd with upgraded turbo and other misc items, ran 13.6 on a g-tech pro. the suspension and brakes were total crap, gearbox was kind of crappy too, but it was fast.

6 bolt is in the 90-92 cars, the 7 bolt does a thing called crank walk, but only really effects the 2g... if you do any small amount of research you'll find a lot of info on crank walk... You're in PA? there is a few good shops around your area probably, depending on your exact location.. a few are turbotrix.com, in nj i think, extrememotorsports.com in MD, and probably a bunch of little shops that tinker with them..
