it doesn't fit!
the tial was backwards.

but turning around the tial makes the top hit the driveshaft and it cannot sit flush with the cross-over pipe.
we think we will have to bend the piping on the cross-over side so they will mate up
but then the downpipe side would not match up correctly.
any help?
(we did remove the old wastegate clamp but the actual driveline is in the way)
we didn't have time to mess with it, so we temp. put the old one back in, for whatever reason it only hits 4 psi! it's so slow a civic passed me like I was in reverse! (I really don't care about this issue as it will be replaced soon enough)

loosen the bolts on the elbow that goes from the x-over to the WG inlet. install the WG with all of the bolts loose. Wiggle and jiggle it until you get it in a position that it doesn't hit anything then tighten everything up.

Isn't this a case of the by now famous 1 piece cross-over pipe fitted to the 86 models (which emwporsche has acc to his sig)
As I understand it you have to have the two piece cross-over pipe std from 87 on for the Tial to fit correctly. There are plenty of threads on this in the archives.
Just a guess, If this is not the case just ignore me.

Loosen everything, get all the bolts in on the correct thread and tighten slowly a bit at a time.
