Probably a failing ISV or faulty temperature sensor.

The throttle cable has two parts to it, pedal to throttle quadrant and quadrant to butterfly. As Stan says the pedal to quadrant may well be causing a problem.

Suggest initially you try lubricating the cable with a light sewing machine oil. Apply the oil as the cable enters the outer sheath at the quadrant location as someone pumps the throttle to help you. Just add a few drops at a time no need to go bonkers with the stuff. As I remember there is an adjuster where you can add the oil.

If that simple procedure does not solve your problem you then will have to go deeper.

When you move the throttle off the stop you should hear a click, and it should click as the throttle is let to back to rest, that's the throttle position sensor going in to idle position. Do you hear a click?

At the drivers side of the car. You can use your fingers to move the throttle.

as Sean suggests
NOTE do the throttle click test with the engine off and leaning into the engine bay,
move the throttle quadrant arm a small amount,
you should hear a faint click from the underside of the intake manifold.
Then the smae click when you release the arm.
What was the last thing you fixed

Terry,

In case it is not clear to you, if the cable is hanging up a little bit then the idle switch contact will not make. Similarly, adjustment of the throttle cable is quite critical in that there is not much in the way of tolerance to bad adjustment. If the adjustment is out even a little bit one finds that either the throttle struggles to close properly or you do not get full opening of the butterfly. When the idle contact triggers there should be a little slack in the cable but not much.
