Unfortunately it was raining this weekend so I couldn't work on it. Next weekend I suppose, meantime I can start troubleshooting why none of the climate controls work....

So as others have said if you have PKT - the belt tension wire is usually simply connected to ground. If the belt tension warning ever comes on it most likely means that your connection to ground is intermittent (it CERTAINLY means nothing with respect to the belt - since it's not connected to any form of belt tension switch and this is the only thing that triggers the warning).
There is now an option (see the thread Ken noted) - to actually connect the belt tension wire in a way to give you some warnings with a PKT - but this is a new idea and must be implemented when you install the Audi tensioner - so you also certainly don't have it yet.
The 3 minute delay is built into the CWS and cannot be changed - it is to avoid spurious warnings at start-up.

Bringing this up … again. I have not had any time to look into this until today, and I was wondering what the best way to test this wire is? I have not driven this car , (I'm having lots of life issues getting in the way) but I would like to pick away at some small items. If I remove the 90 degree shaped boot from the timing cover can I run a jumper wire from it to a ground to test it? If yes, and the light stays out, it seems it would be the connection behind the cover, correct? If it is then what can be done to correct it?

As mentioned above, you need to ground the wire to stop the warning light. Unplug it from the cover and connect it to a nearby ground point on the car. Either cut the wire to do this or make a metal pin to plug in the end so it could be reversed in the future. Until you do that you'll get a warning light.
