Between 80k and 115k I did all of the following "standard" maintenance, prices are for parts only and don't include all of the cool tools I bought to complete the jobs:
Torque Converter and Torque Tube Bearings - $500
Motor Mounts, OPG and Rack Bushings - $400
All new Ignition Components including Plug Wires - $750
Water Pump, Timing Belt and Front Seals - $1000
Intake and Fuel System Refresh - $2800
Rebuilt Rear CV Joints - $500
Blower Motor and Harness - $350
I think something close to that is what you would expect to spend over the course of a few years to keep it maintained properly, and I haven't gotten to the suspension yet which is probably another $3k worth of parts to do (nor am I counting the used engine I bought, but that is definitely in the category of non-standard.) Of course YMMV.

If you want more power, just do the PKS300 chips and an S4 Fuel pressure regulator, that will get you close to the 91 as the S3 is lighter.
If it's really clean and you like it an S3 is a great car, IMHO

What was power rating difference between the years.. Also, what was the amor changes from the different engine versions. I know there is a thread on this somewhere (besides wikipedia) but I can't find it.

It's lighter than the '91; have you driven it? It might surprise you and the 288 HP reported is malleable.
As Jim said, not a good investment. Have you seen what the stock market is doing? I do not think these cars will double in 10 years. Some MYs, yes. I would doubt an '85 with what is not low mileage would appreciate that much. Buy it because you want it, not as an investment.

I think 8k would be low side for an 85 that had resent TB/WP records.
The reason early 32V values are rising is because The neglected become parts cars or money pits, a fair condition, dependable driver with records is rare to find for less than 8.
