I've done it. I went with a registration broker when I brought my 928. Although it will run you about $120 in additional fees, it is much better than spending the hours at the DMV that the other route will require. If you are running stock cats, just need an emissions inspection at a "certified center". If you are not running stock cats/air pump, might need to take her to Greg Brown in Anaheim and have a talk. Trust me when I tell you to avoid the DMV.

Car needs to be bone stock appearance with ALL FACTORY emissions equipment in place has to pass visual inspection as well as tailpipe emissions testing. If it is a grey market Euro...it is NOT welcome in California....

Yes.
No EGR in 1981. Way more simple than '78/'79, as the electronic fuel injection after 1979 is inherently cleaner than the CIS injection used on those earlier models.
With a factory cat in good condition, a functional O2 sensor system, and an engine in reasonable condition, passing the smog test should be a simple matter.

I re-imported my originally Cali car back into California. No issues with DMV on that one. The state has since relaxed its fee and test protocol for importing "EPA but not California emissions" cars into the state. They used to grab another $75 and some additional testing costs from you.
If there are any concerns about passing the tailpipe tests, invest in a pre-test at your favorite and cooperative smog-check place. That way if it isn't quite ready you won't have 'failed' test transmitted to DMV. It only takes a few of those to get you booted to a state referee, where the car will get the Third Degree, and a STAR testing requirement for the rest of its life in the state.
DMV has an online appointment calendar that can save you hours of sitting and waiting. My last few transactions had me in and out in less than 20 mins, including the mental stability and vision tests. (I cheated on both...
