That clicking noise could very possibly be the brokenn parking brake spring that I mentioned in a previous post as it gets stuck on things as the wheels are rotating and once broken allows the shoes to get cocked inside the drum which causes resistance. The current replacements are an upgraded version. It's unlikely though that both sides would break at the same time.

I had the same exact issue on my 81. It's brake system had never been touched even down to the blue bias valves.
I replaced the brake master cylinder and did the customary brake fluid flush and the issue went away, which is why I posted what I did above.
It could be an entirely unrelated problem but the seals are 35+ years old and could warrant a replacement if the fluid hasn't been flushed at regular service intervals like most of our cars.
my point was you need to know which wheels are dragging....the early cars have two brake proportioning valves on the firewall. They have small internal passages and sometimes chunks get stuck in them which can lock up one rear caliper....
today I was parking on a slight incline and in neutral with the no brakes I could hear the groaning from the front brakes. They were definitely sticking.
so I was mistaken it is the front brakes not the rears that are sticking.
I guess that means master cylinder. Sounds expensive.
