There are lots of highways with unrestricted limits in off peak hours all over the country.
But Vilhuer is correct about the big cities, very difficult during business hours. However, we can plan a good route to make the best of the trip!!
Also, no trucks on the autobahn from 10pm Friday to 10pm Sunday, however there is lots of traffic when school is closed and the Scandinavians and Dutch guys decide to go camping in Croatia and use Germany as the route over Italy.....
But, we can plan ahead...

Not to mention if you are going for real performance comparison, a controlled environment will yield better results.
As for who can rent it? If you've got enough money, I'm sure anything is possible.
That was just one facility in the US that came to mind, plenty more like seldom used and retired airfields that are already rented by private individuals for car events.
Ford, GM, Nissan.....also have similar proving grounds in the US.
Friend of mine rents Road America 1-2 times per year for his event, so that's a backup option.

You certainly don't need to go to Germany. I lived 4 years in Montana. I drove a lot through the Dakotas, and Wyoming. Also in Northern Idaho. Yes there are speed limits, but these places are in fact empty. Go there, and drive as fast as you want to, and see what your car will do. Nobody will bother you so long as you are away from the population centers (which that itself is not much - the largest city in MT has less than 110K people; not many people or cities at all). There are some great drives through these places and you can really enjoy your cars the way they were meant to be driven.

You will miss the cultural part. And the occasional move over flash of something faster going past at 180+ mph. No place in North America can compare to the German experience.

You also cannot drive for a continuous 6 hours at 120mph in a 928, you will run out of fuel...... Probably more than 3 times at the 720 miles /1150km distance at the 4k+ rpm.
However, it is possible to average 120mph on a 6 hour trip, which is an entirely different thing, and is absolutely possible to do in Germany even with all the cities, as they usually have ring roads that are unrestricted after business hours.
In any event, if you're not interested in such a trip, please do not be offended, different strokes for different folks..
However, if still doubtful, come on the trip and see for yourself!

This thread is beginning to go the way the last one went, as so many do, the point of driving on the autobahn is going as fast as one wants looking at beautiful scenery in 100% serenity. This week i was going as fast as the alleged top speed of a GTS, but not without concern. Who gives a ***** about a track, misses the whole point. The autobahn is unique in the world, real freedom.
