Pushed it down and still just endlessly spins. No engagement that I can discern. If I wiggle it around while pushed down, it will move the sensor plate down a little, but only if I wiggle it at an angle.

Rule of thumb regarding adjustment of the idle mix screw while troubleshooting is -- don't. As mentioned above it's a very sensitive adjustment also to set it properly requires a CO meter. Besides, whatever is wrong almost certainly has nothing to do with that screw.

Another thing to add is, if you're going to crank the engine to clear excess gas out of the cylinders, disconnect the green wire or disconnect the ignition control unit plug. This way the secondary ignition circuit can't arc. I've seen 2 "fire events" with engines being cleared of fuel by removing plugs, in one case there were no precautions and in the other the coil wire had been removed from the coil. Neither caused serious damage but don't rely on luck with this.

About that adjustment screw.....it is actually an Allen encased in a spring. What you are describing is one of the issues I had to deal with.....when turned in too far, the Allen is worn on the very tip, and will not engage the screw that is in the bottom. You will need to remove the two screws that hold the mixture adjustment screw in, remove it, and slide an Allen wrench in the hole and turn your screw back out a little, then replace the adjustment screw assembly. It's easier than it sounds, but it's easy, and you will have your adjustment back....of course the fuel distributor will need to be taken off to access the screws to remove the adjuster.
