Yes there is a very clear resolution to this - It cannot practicably be used on earlier cars.
The physical mounting size/shape is different (Vs the plenum hole), the electrical connector is different and incompatible and the mounting threaded inserts became studs and now mount from the opposite side. Any of these could be deal breakers alone.
The only possible path would be - delete the intensive washer tank, buy the new mounting bracket, buy/make the plug pigtail converter, possibly extend the stock resistor pack wiring (?) and install the '94/'95 resistor pack on the wiper support. Create a close fitting/sealing (screw in) patch for the empty hole in the plenum. That's quite a lot of work and you lose the intensive washer and fan speed 0 (which might be considered good or bad depending on how you feel about them). It could work - but I wouldn't do it.
