The only logical explanation for what you describe is if the machine calibration is incorrect in which case every car that comes off that rig will be twang toe'd. I have seen readings fluctuate due to wind [the sailing kind that is..].

Front camber does not seem to affect tire wear noticeably but toe out will and some.
