Since we i'm going at it, at step 12, of this writeup below, i found 4 volts with the brake not depressed, and the full 12 with it depressed, the writeup says nothing about it having to be 0 then 12, but i wanted to make sure this is correct.

I used the place others mentioned earlier in this thread about 5 years ago and it worked up until last year some time. I doubt they'll offer a warranty since I no longer have the receipt. I need to run through the other diagnostic stuff to make sure it has failed first. There's another company on ebay offering a repair service for the same price.
