Before you pull the pump and tank, see whether the main line that feeds the nozzles on the hood is passing water. You'll want it open/disconnected anyway if you have to replace the pump/clean out the tank.
if the pump works, a trick you can use is to rubber band the switch to the steering wheel so the pump runs continuously. This and a garden hose nozzle are you friend when you're trying to blow the crap out of the tank and get the water to run clear to the nozzles. Don't let it run dry.
There are a couple (few?) one-way check valves in the system. They're available from the usual suspects and maybe even from your FLAPS. They make the system quicker to respond but it will work without them.

So I also discovered broken y connector for what I beleive is the 2 hoses that feed the headlamps. Theres a hose very high up on the washer tank that connects said hoses. I tried to see if fluid would pass thru there to no avail. Turn lights on nada fluid flow. Whats trick to headlamp washers kickin in. Should I just leave disconnected.

Y connector is for EVAP/gas tank vent lines. It's plastic, and like everything else plastic on these cars, it's done for. Headlight washer line runs from the very bottom of the tank along the inner chassis line that the fender bolts to, it's a clear cloth reinforced line. Your car looks similar to mine as far as the photos you've shown, in that case refresh the entire washing system. Buy almost every part that's in the parts diagram, you'll need them. You can take the pumps out if you want and test them on your battery to make sure they work, since you're in similar conditions to here I'd assume there's a bunch of rust in the tank, and that's clogged up all your pumps, or at least the headlight pump since it's the lowest. The check valves in the hood might be clogged with rust too.

kind of off topic question but some how related to post. I tried using my front light washers and some brown gunk flew out all over my lights and hood. The ones for the windshield are clogged. Is their a solvent I can use to clean them out with

Nope. Backwash it.
As for that broken green wire. Brown is usually ground so the green is probably positive. Clean the end of and shove it into the connector to see if the pump comes to life. If it does, fix it properly.
