Thanks for everyone's good luck wishes. Hopefully they use NADA because it's certainly high. That should help my case for a fix/return.
As for the case regarding the actual vandalism:
So as many of you know the car was parked next to an apartment complex. I could tell by the fact that there were branches on the ground that the Cinder Block was thrown from "above" the trees behind the fence of the apartment complex.
The apartment complex hasn't responded with any information/responsibility/condolences. But check this out:
The person I know (person A) in the apartment complex literally knows one other person (B) in the whole complex. Turns out that B's roommate (C) is a CHP officer. He heard some noise around the complex after getting home just after 2AM...30 minutes after I parked my car. After ignoring it for a bit, he finally followed up with the roudiness, which was now on the roof.
The neighbors on the top floor were starting to complain to the front desk, and by the time he got up on the roof it was him and the security officer (D, female) from the apartment complex confronting 3 young men. After hearing and witnessing 3 young men acting loud and obnoxious/peeing in public/smoking weed/vandalizing other stuff and operating a vehicle (not sure in what order)...he finally took action and arrested/detained them once they were threatening the security guard of the complex.
Now I have someone to talk to to match police reports (C has his, I have mine). I also have evidence of clear negligence of the apartment complex because they didn't respond to noisy drunk/high public urinating *** holes that ended up throwing a cinder block off the side of an apartment building up about 4-5 stories onto a Porsche.
I will present this info to GEICO to see if anything changes.

Don't settle quickly unless you want to. The adjuster has some leeway & will probably not give you his best deal on the first try.
Sorry about your car, no excuse for what happened.

I hope Geico fixes it for you, but if its totalled it still might be a decent candidate for repair using more flexible methods like pull out the dent, pound, primer, replace the trim strip, drive.

The claims adjuster said that 20 hours to fix the roof and 6 hours to fix a nickel sized dent/paint chip on the driver's side quarter panel were both very high. He didn't disagree much on the overall procedure to fix everything...just the amount of hours Ron and Bill asked for. I mentioned the difficulty in removing/replacing everything in that area that involved removing the bumper and the quarter glass, etc he seemed unphased. I'll go pick their estimate later, I had to get back into work.
Not sure what to do if I get a check handed to me...it's so hard to then go drop that on repairs when the car runs perfectly...just looks awful.

As for GEICO. I just met with them and they gave me an estimate of $2256.82. That's $5795.54 - $2256.82 = $3538.72 short of a full deck in my opinion. They're hoping I take my $2256.82 less deductible and go spend it on strippers I guess.
The big discrepancy in value is the labor: GEICO 33.5 hours @ $40/hr; ECC 77.9 hours @ $48/hr
For parts: GEICO quoted $570.84 for parts and Euro Collision Center (ECC) quoted $1484.35. They did, however, both agree on what needed to be replaced.
Called Bill back at ECC and he laughed about as hard as I did. He and his crew are going to fight for me as best they can, which is awesome. They've been extremely helpful. I'm probably going to drop the car off there tonight or tomorrow morning and let them get into the bidding war with GEICO.
It definitely doesn't make sense to not pursue the true value of the repair, even if the true value brings the car to a total.

What parts does Geico see as $570 vs $1484? Are they talking about used or new parts?
Good choice, let the shop and Geico work it out if they can.
Shop labor seems like the weirdest thing about body shops, $40 to $48 is a crazy low amount for any mechanic, but it must be some industry thing where hourly rate is kept low, and offset by billed hours.

Billy-this is why I said meet them at your body shop, not at home. If they can get the parts that cheap-I'd like to know from where!
Probably. He's located in NJ anyway. My parents are near there, maybe we can work something out.
