Update!
Brian just called me and removing the Vacuum released the brakes and the car rolled freely.
He then took it for a ride and shortly after some corners they locked up again, I suggested that the fluid now is in need of a change as noted here, and once it cools he can drive it home.

When the big check valve is pulled out of the booster, stick something somewhat soft into the hole in the booster and try to get it down to the bottom. A drinking straw should work well. When you pull it out, see if the end is covered in brake fluid. If so, replace the master cylinder.
The symptoms you described plagued me on and off for a few years. Brake fluid was leaking out of the back of the master cylinder and into the booster. In my case the lock up was gradual. But seriously, have them check the booster to see if brake fluid is getting into it.

Update. On Sunday, I unplugged vacuum to the brake booster and the car moved freely. That prompted a sprited drive. Oops. Boiled the brake fluid and the brakes locked up good. Had to let car sit for 5 hours about two miles from home. Upon my return, the car was able to make it home but front right and both rear brakes were still locked up. what a smoking, smelly mess. By waiting until today, the brakes have loosened their iron grip on my shark's desire to move. Now I guess I bleed the brakes and replace the brake booster?

If you disconnected vacuum to the booster and still have locked brakes just replacing the booster will not sort this issue. I would also put a new master cylinder on it for sure. If nothing else it's good preventative maintenance.

sounds like its time to invest in a whole new brake system,
then it ought to last another 25 years with proper bleeding,
right now it sounds like your trying to use band aids.

The car went to a local p-car shop, we know. The fluid was drained, mc and booster changed out.
While attempting to fix HVAC fan issue, the new radiator started leaking lower left side(?).
Then the brakes started to drag again, the shop is thinking its the balance check valve as they seen a similar symptom.
All work has been stopped, until the dust and owners frustration settles.
I volunteered to look at the HVAC, just like an abusive beoch, I want more
