Let's play this out to the next level. I buy a car without a clear title. I remove the engine and transmission and stick the chassis someplace out in the woods. I then custom build a chassis (hot rod) then build a custom body out of old body parts collected from various flea markets. I use the engine and transmission from said car in my constructed vehicle. I then want to title the vehicle and get plates so I can drive it. I take it to the state police inspection site. Their first question? Bills of sale(s) for all the piece parts, and the first thing they do with those is take the existing serial numbers off the engine, transmission, frame, and body and run against the stolen vehicle database. If all is clear, then you may be OK. But, there are recent examples of vehicles and parts of vehicles being found by this method as much as 40 years after they were stolen, and after being titled multiple times. You will have a problem if there is an issue..... none of us need these sorts of problems. What may be driving this to some extent are all the databases that are now being combined into national databases that have a long reach, both geographically speaking as well as covering a long period of tme.....also, there are some states/localities that are farming out work to independent consultants, who happen to get paid a percentage of property recoveries.... they turn over rocks that have not been turned in a very long time, and they are both agressive and not likely to look the other way if a comission is involved....
All these checks just don't happen. I registered a car in CA that had no title, that was from another state. It had no DMV records here. Lien documents took 45 days of waiting, a few bucks, and I got a clean title here in CA. All they wanted in CA was a smog test and a quick inspection. There is no "Police inspections site" - at least not here in CA and in the other three states I have registered cars in.

Friend of mine was driving his 911 He had updated the engine with a newer used motor which he paid good money for. He got stopped for a violation and registration was expired so car was towed and impounded. The police ran the engine numbers and it came up as a stolen motor so they took the engine gave him back the roller after many, many questions.
Some states do require bills of sale for the parts used to rebuild a salvage car or components of a hot rod. California does with motorcycles due to all the Harley thefts and the ease of buying new custom frames.

4 928s were auctioned, Blue '85 with engine but supercharger stolen last night 1500, 86.5 no engine 1000, '90 racing body no engine 1500, '87 no engine 1500. All bought by the same guy I think. He said he was representing someone out of the country.

No, it was basically in a shop on a farm. Didn't notice the hit when I got into the car. The photo is a few hundred yards away when I pulled over because something didn't sound right. It was the fender rubbing against the tire.

Thanks. I conferred with my local paint/body adviser this morning (who has done his own '80 Euro) and I've pretty much decided that this pushes me over the edge toward doing a full new paint job. It had issues before, but between the issue of "satisfaction" and the cost & desire to keep as much of the original patina as possible - and still enter it as "unrestored" in local PCA shows - it was a pretty hard choice. Now, not so much. It's going to be a big bite to chew off but I think it's the right decision. Time to start saving my pennies.
