Issues with Running light / fog lght and clareaficationclarification
Ok first off i guess i need clarafication of the front "fog" lights.... When you turn on the head lighs the first pair of lighs in the bumper come on.... Rather dim an seemingly pointless. Are theres considered fog lights? Or some kind of running light?? What are there real purpose? Being so dim can't see much of a use?? and the other pair the "fog" or "driving lights?
Ok now for my problem...... The driving or Fog lghts which i am assuming are the ones on the seprate switch don't come on.... I have made sure that i do not have the hi beams on, checked all fuses and contacts. cleand grounds, checked both bulbs both in working order out of car. switch lights up in dash when turned on but dont hear relay as i have read in some posts should make a slight click sound. pulled relay out and tested connection pannel to find no hot lead??? tried bypassing the silinoid to se if i can get it to go on manually. Still Nothing
Any ideas?

Daniel the two dim lights that come on when the parking switch is on are your parking lights.
the other two lights are the fog lamps they should come when the headlamps are on and the fog lamp switch is pushed in ( just below the headlamp switch)
If the foglamps dont light up then check the fuses if still no joy,
then remove the clear lens and test the bulbs,
its not uncommon for the bulbs to blow out,
Autozone should have new bulbs for about 8.99 each

Also, the fog lights turn off when the headlights are in high beam mode - even if the fog light switch is turned on.
First step is to verify the bulbs are not burned out.

Thanks for the replies... As i mentiond in original post that i checked to make sure hi beams were off the fuse was good and i removed both light bulbs and tested them seprate from the car and they both work fine. im heading toward the asumption that i may have a bad light switch although the light comes on as it is switched on but that may mean nothing???

are the wires supplying 12V to the fog lamps?
are the ground wires grounded? check for continuity
check for power and ground at the 3 way connectors behind the front bumper support
are the ground wires grounded? check for continuity

Don't just make assumptions unless they are founded on facts, it gets real expensive and time consuming without being at all productive.
I'd say here its virtually impossible that your light switch is the culprit and very unlikely that the fog light switch is the culprit. However test the fog switch operation at the fog light relay - take the relay out and test the socket for fog switch operation (use a 1/4" male quick disconnect blade connector to probe) on terminal 86. Also test for power on terminal 30 when ignition or accessories are on. Check for connectivity from terminal 87 to the fog fuse & your fog bulbs.
Once you do this you will have an idea what is really wrong.
Likely culprits are fuses, fuseholders, bulb grounds, connectors unplugged/damaged (esp in the fog lamp & front fender), ignition switch or X-relay failure (does your HVAC work?).

- Remove Relay XIII, the Fog Lamp Relay. It is the center relay on the bottom row. Look at the diagram on the relay and locate Terminal 30 in the relay socket. Turn the ignition switch on and test for 12vdc between Terminal 30 and chassis ground. If there is no power on Terminal 30, the possible problems include: You are testing the wrong terminal; you are testing incorrectly; Relay IV (Relay X) is faulty; or there is a wiring problem behind the relay panel.
If there is power on Terminal 30, install a temporary jumper between Terminal 30 and Terminal 87 in the relay socket. Check the fog lamps - they should be burning. If they are not, test for 12vdc on the tiny metal bits on the end of Fuse #30. If there is power on both fuse legs (the metal bits on the exposed end of the fuse), check for 12vdc on Terminal O24. This is the 4th terminal from the bottom on the right-hand side of Plug O on the bottom of the panel. If there is no power on O24, the possible problems include: Faulty connection at the fuse; faulty wiring behind the panel.

Thanks guys i will try further testing... That is when i find the time to get back into the shop... Walley what would this have to do with the HVAC??? and no currently it burned out... well at least i think the blower motor sezed up on me.. Havent had the time to dig into that issue yet.

If you HVAC doesn't work (at all) - its quite possible your X-bus from the ignition switch or X-relay (relay IV) aren't working. The X-relay is what feed the fog lights/HVAC and other things, it is controlled by the X-Bus from the ignition switch.
As Wally says above - if 30 on the fog light relay is not ~12v with key on you likely have one of these problems...
