it looks like old rubber that has gotten hot a few times and now has lost its ability to stay in compound. the tires will probably wear for a long time though they will not be very grippy, but seem to exhibit a plastic type surface.
replace the tires and get 16 inch wheels

BTW what is the MFG date on these tires

Yes chunking from running full tread depth tires on a track for 15-20 minutes. ANY new tire at full depth will do the same if really pushed hard. Even the Victor Racers MUST be shaved if they are to work right....If I fail to switch from the street tires to the " race " tires it does not take long to rip chunks off the tread blocks. The slicks still have a little life left in them even if heat cycled a bit too much but I do have a new set already mounted for this weekend...Pomona Fairgrounds 2 1/2 mie course......

Those are Kuhmo Ecstas in the first pic. I ran a set of those once, probably the worst tire I ever had on the 928. They chunked just like that, off that inner tread gap. Soon they began to buzz like an orbital sander. Never was I more glad to wear out a set of tires and replace.

The next tires look like old-pattern Dunlop SP8000's. I ran a set of those once, too. I liked them.

My vote is getting a little too hot on too rough of a road surface.

This is light chunking, not as bad as I would expect a full tire to do at full temps on the track. Though try as I might, I have never chunked my tires, even on the track.....

Seems that most jobs are for 18 years old to look younger(avoids all the child labor issues); 20-40 year old clean cut no tatts short hair to play cops EMTS Lab assistants, upscale attractive no facial hair to play detectives, lawyers, business people; 25-35 years old HOT HOT attractive upscale to play club scenes, party scene all average higth, weight so wardrobe can dress you...........Not too many calls for a 6ft 4inch 360 lb Santa Clause But I am having fun with it ! Most of the time extras are there to blend in and not distract from the main actors.
Did work Law and Order L A , couple days was on camera a good bit but you never know what gets used or cut...I was of course a Homeless guy...
