I've been burned a couple of times and neither Ebay or Paypal stepped up to resolve the issue. Most recently, I bought what I thought was a set of Bosch injectors, but they turned out to be some other brand. They were advertised as Bosch and the auction only showed the Bosch box. Anyways, the seller had a stated return policy, which I followed and he agreed to refund my purchase. I sent back the injectors and then heard nothing. Finally, I contacted Ebay to file a claim. They said sure no problem and sent a shipping label to ship back the injectors after which they would refund my money. Well, since I had already shipped the injectors back before this, I was out of luck. They wouldn't accept my proof that I had shipped them back already.
Moral is, don't try to take any action on your own without contacting them (Ebay/Paypal) first and file a complaint as soon as you think there may be a problem.

Another thing for everyone to keep in the back of their mind... you can use whitepages.com to search out deadbeat sellers/buyers telephone numbers.
If they are unlisted, there is a feature there that allows neighbors to contact 'other neighbors' to use for community events... just contact one of their neighbors and have a message delivered. Collection agencies use this tactic all the time... it adds embarassment and public humiliation as a bonus!
That site will often provide a satellite photo of the neighborhood as well... it can have a profound 'psychological' effect on the person when you can describe their property to a 'T'.

Interesting that a CC Chargeback also incurs a ($22) fee on the seller.
Since you have a much longer period to do a Chargeback, I guess the eBay/PayPal Dispute would be the first option, then go to your CC.
In my experience, the Dispute was quickly settled in favor of the seller, so there is little time lost!

But you have at least 60 days to leave feedback... it used to be 90 days (not sure if it is still).

Yeah, I probably should have, but by then I had already told Ebay that i no longer had the parts. I was fed up with the whole experience and just decided to move on. Score one for the bad guys that time.

I had a similar problem with this seller.
Sold me a pair of "THRESHOLD PLATES WITH 928 LOGO /GOOD USED CONDITION / NO CRACKS" but with many many cracks. When asked him about cracks, he said no cracks at 928 logo... Come on !
I was not able to to send a negative feedback due to F***** customs, that delayed my package for inspection.
No way to send it back, I will pay almost 100.00 for international shipping. You guys are lucky to have lots of parts available near to you and language skills to deal with this kind of situation.
