Your car is too low. Once you drive it for a while it'll settle further. After scraping the front a few times you'll want it higher. If you set the height by how good it looks it'll be impractically low.

I'm convinced, by my own convincability, that the designers wanted it it low but didn't factor in the real world of parking lot entries, curbs, speed bumps and parking spots. This leads to the stock height setting having that big gap over the front wheels.

Does anyone know the ride height where the lower A-arms are horizontal?

From the history I have its never had any shocks or springs so its most likely stock with 288k miles on it.

My current avatar is 168 rear (1/2 way down the sidewall), 160 front (two fingers between the tire and fender) with Bilsteins and stock springs. If I did anywhere near 140 front, I could drive around the neighborhood and out on the highway, but I would beat the crap out of the front spoiler in the twisties.

Once it settles, I will raise it. What is ratio of turns to height in mm on Bilstein struts? I want to sit at approx 155mm front and 160 back.

That's roughly what I run.

The threads are 1.5mm. In the front it's about 3mm height per full turn and 1.5mm a turn in the rear.

My 79 has Koni's with cut S4 springs, the front end wasn't fully settled yet in this photo. Once fully settled the nose is about 1/2" - 3/4" lower:
