Why would the cops seize the engine and not just the entire car?

Maybe its a cash for clunkers car?
PITA about the bidding rules, but requirement of seller to provide the smog cert has bitten a few sellers to private individuals.

That's an auction for dealers and wholesalers - probably very little chance of it going for $500...

If the engine was stolen, they would only take that and not the entire car. Happened to a guy that I know.

"89 5 speed w/seized engine starting bid at $500" Gotcha now.
