Most likely it is the light combination relay (XXIII-XXIV). It may just be loose. Try reseating it. If that doesn't do it, you may want to remove it, take off its cover (by prying back the cover's crimped edges) and clean the relay contacts inside. Another possibility is the electrical part of the ignition switch. Wiggle the key and see if that causes the lights to come on. Unlikely to be fuses as the headlights have separate fuses per side and Hi/Lo.

The combo relay is expensive - around $100+ new. I bought a used one for $40 from 928Intl when mine went bad.

Another question.... are the lights supposed to come on when they are popped up or is there another switch?

They come on when they pop-up. You should have and read the owners manual about light operation and other features (although I guess yours might be japanese ). Look at the combo relay before you get into wiring. The wiring diagram for the lights would be a bit too complex/large to copy and post and the scanned copy I have is not real good anyway. It's unlikely to be wiring anyway. If you know where the fuse panel is, the combo relay is bottom, farest right, and occupies two plugs. Can't miss it.

They do come on once popped up, but I can think of two conditions under which they stay up not illuminated. First, if you turn the light switch to the 'parking light' position after having the headlights on & second, turning off the ignition with the headlight switch 'on'. The latter condition will leave the parking lights on and you will get a warning chime when you open the doors. As Bill Ball said, there is the possibility that you have a faulty ignition switch as the first condition I listed could happen if this is the case.

The mechanic played with the relay....he thinks it OK but could use the wiring diagram to test it properly.

if your mechanic will follow Bills advice the lights might work.
My bet as well,
dirty contacts inside the relay (there are 4 contacts)

This probably isn't going to help your mechanic much, but here's the relay schematic. I marked the two headlight outputs. They are hard to read (poor scan) but should be labeled on the relay cover as pins 56a and 56b. To give you the wiring diagram from there to the headlights is not feasible here.

It would be nice if it was as simple as Bill Swift notes as other possibilities. That would just reaffirm that you need an (english) owners manual. Here's one from 87 w/o illustrations. The basic operations are the same in 87.

Windows work while no lights??? Any other odd things like that? Could be a ignition switch.
