I qualifiied that by saying "with plugs in". anyway, with them out, the engine turns very very easily. like i said, 20 ftlbs if I was too guess. (forget about stiction, which could be a little higher, but once you get it spinning, its very easy to turn over and rotate the engine with plugs out. if it isnt, you got some major issues.

200 psi on a compression guage and 55% leakdown ? that leakdown tester sounds suspect . but if you are getting lots of air out the crank vent ?

Terry, lots of air out the filler.

It's been awhile since I have used this leakdown tester and it was always accurate before. But as I said it's been awhile for this one.

More info on this.
Measured end play while cold .014(5)"
So it looks not good.
It took 50 ft lbs to turn this morning but after a couple rotations was down to 30 ft lbs.
I disconnected ps pump and alt (no air or ac) they are both good.
I then popped off the Tbelt and the WP is VERY stiff. And now the motor rotates with only 15 ft lbs give or take. Previous testing there as no real stiction, now there is and the 15ft lbs is that force.
Now keep in mind that I have rotated the motor a lot of times prior to pulling the belt and every time it got easier.

Time to pull the filter and take a look at it.

so, now the valve train is out of the picture, and you are just spinning the engine. that should be very little force , however, 15ft-lbs on a big lever wrench seems about right. keep in mind , that it becoming easier on each rotation is NOT a good sign. see what that filter looks like.

Well there is a fair amount of metal on the magnetic drain plug,
and there is no need to open the filter as the oil is filled with metal shavings.

Colin- Is this one of your own fleet or a visiting dignitary? Metal in the oil is Not Good, and really deserves a full disassemble and flush/clean to get the stray bits out. On the way in and out for that exercise, you'll undoubtedly be able to see what's failed.

A long shot, but a binding oil pump could exert 50+ ftlbs. Just throwing it out there.

Dr Bob,
it is not one of mine. I always inspect my endplay and know mine have almost none.
I believe this engine will probably come out and another it.

AO,
when I removed the timing belt I physically inspected the WP which requires more force than it should to turn. So it is probably dead too.
The Oil pump was turned by hand and requires normal force.
