What law is it that you think he might be skirting around? Way too much law is "made" by beauracrats, so if that is the case here it is probably an illegal "law" in the first place. If he is able to get his car to comply with this supposed "law" with a proper block without a number that seems to be exact compliance with this law, don't you think?

Just seams like a ton of work doing something that isn't any more legal than grinding down the current block and re-stamping it or leaving it blank.
This is done in the muscle car world every day. Do you really believe every 427 "numbers matching" Corvette going across the auction block left the factory with that exact engine? Not a chance. There is less material on the domestic block where the engine number is than the 928 engine. Those fool the "experts" on a regular basis.

- Firstly, I would really prefer to stay within boundaries of what is legal.
- Secondly, while our experts might be fools enough, I still believe they can determine that the plate was ground down and not shipped like that from factory - it's pretty easy to check the level and texture at least.
And lastly it's because I want to have that "in your face" moment when I bring them what they want to see - a factory numberless block!

Actually, I think you will find that Porsche has this information and it is easy to come by. Should come on almost any inquiry about your VIN.

If your local Porsche dealerships won't help out, you could try asking Porsche AG or another country (I've also used Porsche GB's HQ in Reading, UK).
The term to ask for at least in english-speaking countries is "Letter of origin". The "Certificate of authenticity" most people will talk about on this forum is a US-thing through PCA, and doesn't exist in other countries I've tried. You'll have to pay for the letter.
