I bet the LHD Japan market cars because they were imported later slipped under the radar and didn't have to have the fender flares. I think all the Japan market cars (where the car was shipped there FROM Porsche originally) have the flares...
Almost all LHD in Japan are original Japanise spec with Japanise LHD option code and were sold there when they were new. Many can have lost flares over the years already when they were in Japan.
