Default Wheel cover

Hi,

I noticed that my car doesn’t have on the rear right side, fuel filler side, what in the PET is described as “wheel cover”.
As you can see in the PET picture, number 24 comes as L and R, left and right, that’s ok, but number 25 only comes as L so in fact on the right side there isn’t one.
Why is that? Is there a reason to not have a protection on one side? Is this right or I’m missing a wheel cover?
I’m asking this because although in PET they say just the left side has one, I have a hole in the base of my right fender that I think it’s the hole to the screw to secure the wheel cover, number 33.
