Right rear fender liner/splash shield
I noticed that my S4 '89 has no fender liner/splash shield aft of the rear right wheel. Fore of the wheel there is a liner, and left wheel has both fore and aft liners.
I was looking at the PET to find the correct part number, but the PET is not conclusive enough. I find part nr. 928 504 309 03/04 (both indicated as 'L' - can be a typo?) as of '90. So what's the correct part number for a '89?

That's correct, from factory there is none on the -91 and older models.
(I think it came on the GTS and then as a complete inner cover for the entire inside of the wheel well)
I have added one on my 90GT which was custom made by a guy in the Swedish Porsche Club.

928 504 303 02 is the left front rear splash shield.
928 504 304 02 is the right front rear splash shield
928 504 309 03 is the left rear, rear splash shield
928 504 309 04 is the left rear, rear splash shield if you have PSD (90)
front and rear denotes the forward or rear part of the fender area.

This means however, that for the first time that I see something missing it is actually not missing from the original state although it is missing...er..you catch my drift.

I made one for mine from a tote box and made simple L shaped brackets to fix it to the car, use the other side sheild as a pattern, it will be easier when trimming to fit if you make it in 2 or more pices.

Can you tell us more about the source of the tote box? You said you used the left rear wheel panel as a template. Any reason why a left wheel panel can't be inverted and used on the right side?
On my left rear panel (90' S4), I used rubber weather stripping (PepBoys) to line the space between the fender and panel. That gives a better seal to the backside areas with the PSD pump.

I amended the numbers slightly in my first post.
All are available in less than a week from Germany. Currently no stock in Atlanta.
All are $32 each plus shipping.
The two GTS rears are
928 504 303 04 Left = $568
928 504 304 04 Right = $568
The right is available out of Germany but there is no stock anywhere on the left one.
