The key should be the same for all four locks.

I've got a '91 here that needed some work, had to take the wheels off...................there were 3 different locks/keys on it.
Oh, if you can't get a key, there is a nifty craftsman lug removal socket that will bite in and make life easy.

There's lots of confusion on this topic because of the different kinds of locks. The original 928 locks circa-'88 are a cylindrical shell that locks over a special lugnut, and takes a small padlock-style key to remove.
The lug-removal tools won't work on this type lock but I think Jim B's technique above will work.

The craftsman tool will not work on the 928 locks. It is essentially a self biting socket that will tighten onto the outside of an irregular shaped nut. the 928 lock works by letting the lock spin freely so the lug within it can not be loosened. All locks do not use the same key cut. each set of 4 should be keyed the same. they should be relatively easy to pick to remove if you want to try that. or the other option is to take a thin blade screw driver and knock the tumblers out of the middle.

Sorry, my misunderstanding. The wheel locks differ from car. Not sure why there would be different locks on one car unless someone was being extra cautious or used what they had access to.

I just got mine off last night. I have a 1991. They had little black cylinder looking things with a tiny key hole and the center will just spin and spin if you try drill it out. So, I took a screwdriver that fit in the key hole and pounded the hell out if it. Then used a bigger screwdriver, then one more. Being careful not to break the tips off (I did anyways), I twisted and pried and after about 10 min it came apart and I was able to pull it off.
I wanted to see exactly how it was held on there but the innards were pulverized and I really didn't care that much. These things are more of a deterrent than security device so they will come off fairly easily.

If the key turns in the lock, but the lock will not come off, you may need to get something to grip the key better, then file the rounding off of the locking lug.

Actually the wrong key will turn freely in the 928 wheel locks and they will not come off. I have one I can disassemble and give detailed workings of it including photos but it may take me a few hours to get it all together and posted. I'll try to post back in a few hours. so if your notin a hurry to get them off the forthcoming info may be beneficial.
