Thanks for the tip. I am going to check the other plugs and check them all and clean as necessary and give them a thin coat of dielectric grease. Everything is really dry there and I pulled plug E and it was perfectly clean, so I am hoping this was an isolated incident. When I took off plug E I carefully released the top clip and gently pried the bottom to the right to release the black pin at the bottom which worked well. There is another home made fuse setup under there, but it strings through the firewall and then back towards the radio; it doesn't go to the CE panel. I will trace that one and see what is up.

Hmm - I have a few spare S4 panels that all have them... you sure its not busted off? I assumed all 85 and later panels were the same... others?

Unlocked the rail with the red tab, man that made things easier LOL! Pulled the panel, checked all the connections, cleaned/corrected all the fuses and plug prongs and put it back together. Voila wipers work normally and my taillight warning is gone. Funny the only plug with corroded contacts was D, all the rest were mint.

I read your writeup on cleaning the connections on the gauge pod, I may tackle that too later on as I have some jumpy gauges.

I was looking for something red that ran long the full width of the bottom and did not see the tab. Funny, I've worked on 88-90 CE panels multiple times, pulling all the plugs w/o noticing or pulling the red tab. No harm seems to have been done. Perhaps it has been unlocked the whole time, or the plugs are able to get by the locking bar. The plugs do seem to "snap" off and back on. I just found it in the MY85 Technical Service guide. Argh! I can see the leg that goes under the locking bar. I guess I have been working it by that with a little extra force.

I didn't remember that. I pulled plugs on Dennis' 88 and my 89 and later on Konstantin's 90 again without touching the tab and didn't really notice anything unusal.

I think we unbunched the carpet. I could be remembering this from another car, but K's was one of the few later cars where I remember pulling most if not all of the plugs off the CE to trace a drain.
