But that is the PDF crap not the actual PET that the dealers use. The actual PET program and database covers every year, every model, and one can search by VIN, Part number, part name, check parts across entire Porsche model range. Check and trace every part update and more.

AFAIK PDF PET has all same info as executable program ecept maybe some obsolete part numbers which were replaced with later number. Some of it is just less easily accessable.
From where one can find later version of exe program than PET 6 version 168? That is already several years old.

This is not correct. Each PDF file covers time period. In 928's case '78-82, '83-86, '87-91 and '92-95. Each file has all variations listed where parts are different. If single part is used in all years in said period there is only one part shown.
I'm betting they will when something major changes and new file is made for later model.
This can be done with all PDF's being either open at same time or by searching through all PDF's in disk drive.
Its possible to search with partial part number. By leaving few last digits out from 11 digit long part number one usually gets latest version of the part. If part is later version for exact same use its usually just last or two last numbers which are changed. It has to be fairly significant change for 7th to 9th digit to change and many times this means other parts also need to be change for part to be usable.
Because I haven't seen place from where to download latest version of EXE program. Besides, try to run EXE in Nokia Communicator and see how well it works compared to PDF version.
PDF's aren't perfect but in most cases they work OK and in some special cases like having basic data always in pocket PDF is only practical way to do it I know of.
There is only one year for most models
and the current models haven't been updated since introduction
also you can not input a part number and search it across the Porsche model lineup to see which models and years use the same part
since alot of us do not have current models and most of the Porsche parts have been updated thru the years if one inputs a non current part number the pdfs have nothing.
