Hey mike
Yes the intakes are in and sealed went for a drive last night and got caught in the no light mode. Car ran great for the 1.5 miles I drove it in the dark. So now I have new shiny cleaned grounds, a tested alternator, cleaned connections and a intimate knowledge of my head light circuit.

given the voltages your relay may have some dirty contacts, open it up and check all of them, if you find any corrosion on the pins of the relay you should check all of the relays and replace the fuses and consider doing a reseal on the lower portion of the blower box assembly, once the car gets wet and there is a leak water will drip onto the CE panel and cause all sorts of problems
