What's that hose looking thing just outboard of the rear seat?

Whoever did the rear quarter replacement on my car didn't do good prep/finishing work and now the seam just behind the door is rusting.

Being **** I was thinking the exact same thing. I would also probably replace any easily accesible hoses, nuts, bolts which look corroded. I guess that is why they say when you start doing bodywork and paint on the car you end up spending way more than you initially anticipated.
