HELP!!! Fan Clutch Repair help needed

From what i remember of this about a year ago, it doenst matter how much fluid you got, it will spin the same full or empty when you do it by hand. The only way to test it is in the car. Sitting still, with the car revved up to about 2500rpm, listen for a loud fan roar when the clutch engages. Somebody will correct me if im wrong.
