Me too. This pic is the back side with foam weatherstripping adhered where it meets the gas tank. Thanks for the tip as I followed it from your previous post.
Notice the manufacturer's stampings (dimensions) on the reverse side of the panel of the drip pan I used. The future owner will surely question "Where the hell did this come from?" if he ever removes it....That is, until he reads the thick binder I've prepared with pics, receipts, work performed, etc that I've got. Then he will ask, "Where the hell did this guy come from? He had way too much time on his hands"

Not really sure, except that I can see them thinking it wasn't necessary at the design stage as there isn't any exposed equipment to be worried about. The gas tank is rigid plastic and does an adequate job at repelling debris, the side marker lite has a rubber boot over it's electrical connection, and the gas spout has a boot over it....all protected as it was.
However, I just didn't like it open. Kinda looked like something used to be there (or should) but was missing. Plenty of places for road grime to muck up too.

So why did they fit a sheild on the left side, only a marker light there I think?

Plus the spare plastic bits left from the donor pan will make little Gurney flaps for the bottom rear lips of the wheelwells. The black will disappear against the black paint on my car, and might keep some of the road mung from getting thrown up on the rocker and rear fender skirts.
Are those Dzus fasteners holding the liner panel in?

Ivan, thanks for the kind "Rolls" compliment. The splash shield on the left side conceals my PSD system.
Dr. Bob, the fasteners I had aren't specifically Dzus fasteners, though they do manufacture some clever pieces. They are similar to some of their designs, however. The pieces I used are common "J-clips" that I had extras of. Clever idea regarding the "Gurney flaps".
