MY78 confirmation VIN from Porsche
...
Official explanation for 00x1 start is that they wanted to leave space for prototypes and special cars. According to PET those cars do not exist or at least PET doesn't know anything about them. PET is meant to be tool for Porsche dealers which provides information what parts they need to order when they fix used cars. Since VIN's 0001-0010 do not exist for '80 and '81 MY I think its fairly safe to assume those cars were not sold out from factory.
Since PET do not contain information about '78 and '79 MY similar deduction cannot be made directly. Simple reason why VIN list in first post starts from 0001 and not from 0011 is that counting all three market specific VIN sets together gives better total result when sets start from 0001 and 9501. If they started from 0011 and 9511 it would obviously mean 30 cars less were made unless also upper end is adjusted. Upper numbers are available from couple different sources and they seem to make sense. 0011 start for '79 MY is selected for same reason. But there is no solid evidence what was first VIN for each sequence in '78 and '79 MY. New information sources need to be found to solve this.

Appears the 928 model was not the first Porsche to start with serial# 0011.
The 914/6 did as well. Reference LINK

Q: Also, would you happen to know if the VIN serial numbering for MY '78 started at 0000 or 0011?
A: Starting with VIN 928 810 0011
A: Starting with VIN 928 810 0011

These are just educated guesses. Actual number of cars made is still unknown.

I couldn't find any 1980 ones - but it could have been a reformatting issue as the PET lookup didn't exactly work easily with the pre-13-digit VINs.
I need to spend some time importing the files into a database.. I have a heap of 951 records too for you which need to be sorted out too. As always, time is the problem

So is this the last 928 produced?
[..] This Porsche 928 GTS has a Porsche emblem the B-pillar of the driver's door. Engraved: 20th July 1995, the number 61,291 - the production date and the production number. Both data show the Porsche as the last 928 ever built. VIN: WPOZZZ92ZSS800459. Delivered, with 62 kilometers on the clock, to Dr. Wendelin Wiedeking (former Porsche CEO). Mileage in late summer 2012: just over 20,000 kilometers - nothing for such a car. It is still owned by Dr. Ing H.C. F. Porsche AG. This car is in the Porsche Museum.[...]

For USA and Canada yes. WP0ZZZ92ZKS841332 and several other German GT's were very likely done some time before it. ROW and US VIN sets were done independently at same time side by side at production line. Only way to know what was KS861089 position in GT's made list would be to know completion dates of all cars made in that time period in early 1989. But I thinks its safe to say German cars were first. First 13 ROW GT's were all German and 14th was C27 Spain and then 10 more C00 German cars. Factory did WP0ZZZ92ZKS841089 which is C23 Australia S4 automatic probably several months before WP0JB292_KS861089 C36 Canada GT. Last ROW '89 MY was WP0ZZZ92ZKS842484 while last USA/Canada was WP0JB092_KS861250 meaning ROW production was almost double compared to US cars. While both VIN sets started about same time and from 0061 they were far apart some 8 months later when GT production started.

Never really thought about it before- there's all this legend about the Perglanz car being the last 928, vs. the penultimate 928. By VIN it's the 8th-to-last ROW car. Not sure whether there are any U.S. cars built in and amongst those last 8.
