He's selling $0.25 resistors. It goes into the air temperature wiring, I think, and richens up the mix. It's a popular mod for some of the cars that run too lean by (poor) design; a lot cheaper than chipping!

Not in a car that is running at the proper mix to begin with! Do a Google search and you will find many references to this practice, mostly for people whose cars are designed to run lean from the factory. The resistor just makes the ECU think that the intake air is a little cooler than it actually is, and richens up the mixture a little. Some people use a potentiometer to tweak the mix.
