The dyno operator said this is common on cars with open exhaust. So....not sure what actually causes it.
One theory is oil getting sucked past the valve guides on decel. If this were the case I would think the cars with CATs would foul those out pretty quickly since the lack of smoke would be due to the CAT burning off the oil, not good for the converter.

However, upon deceleration with the throttle-plate closed, the crankcase ventilation system now has tons of vacuum to operate and remove blow-by and oil mist which accumulated in the crankcase and intake tract, which is then ingested and burned by the engine; it does not take much oil to create blue smoke.
Note that under acceleration, there was neither black nor blue smoke.
