in case you haven't put them on yet, the breather pipes on the pass side cover are on upside down...

I just set them in there for the pic. They will actually be on the drivers side to give the SC discharge pipe more room.

Can the center plastic timing cover be powder coated?

I don't think so, from what I understand powdercoating is kind of like electroplating, the part to be coated has an electrode attached to it and another to the spray rig, the medium is electicly charged and sticks to the part where it is then baked. This is the principal that copy machines use.
I do wonder how they chrome cover/ plate plastic parts.

1) Plastic chroming is done in an evacuated vessel and is vapour deposited onto the parts.

2) conventional copper/nickle/chrome plating on plastic using the 'baby shoe' method. First they paint on a coat of lacquer filled with condictve bronze powder. Once dry, the now conductive part will take on a heavy coat of electroplate copper which is polished then nickle and chrome plated.
