Yes! Because "rate" implies a measurement of something over time, and I am also assuming that the front and rear wheels are both of the same diameter, but the tires are of a different aspect ratios, the front wheels spin at a lessewr rate when you are driving normally. However, due to the fact that 928's have more than ample torque throughout their power band, the reverse may also be the case. Well, unless you're going in reverse.
