If you are talking about the clamp that goes around the rubber seal on the tensioner use a pair of tile nippers if you have any.

Crimp it by squeezing it from the side carefully with wire cutters, if you do not have an end cutter plier (or a tile nipper like Roger mentioned) or a CV band crimper.

I hope he's not talking about the timing belt tension! For some reason that isn't too clear right anymore, I thought (and so did Roger) he was asking about the tensioner rubber boot clamp. Eeek!
