Sheared Waterpump bolts.
The majority of the yellow gunk you see is PB Blaster. Unfortunately even with that, time and a torch, there was not enough of a stub left for vise grips.
Drill/Easyout time. Heli-coil as Plan C.
Uggh.

Easy outs failed. Had to drill the bolts all the way out and use heli-coils. Hated to do it but it was only reasonable option. It took HOURS..
Rag plugging the main hole is scorched from the torch I was using to heat during the easy out failure.
Here are the installed helicoils. Not much to see for all that work:

Easyouts on small bolts never work. You end up snapping one and then the swearing starts. Next time try welding a nut on the stub.

I've never had much luck with easy outs either, but I wanted to try. Luckily no snapped easy outs, and, for that matter, no snapped taps when threading for the helicoil.
Patience and lube is the key there, as is often the case
I am aware of the welding a nut trick, but lack two basic requirements:
