I bought a 9 year old 928 and am on my 11th year driving it.
Call me a pessimist or a realist, but while I think the SRT-4 neons are very capable machines and you get a LOT for your new car dollar with them, you will not be able to replicate my Porsche ownership experience with that Dodge. A 9 year old Neon will likely be pretty ragged and who in their right mind would happily drive a ragged old car for another decade beyond that?
My car is still track worthy. Time will reveal the longevity prospects of the neon.
I have nothing bad to say about M3s. Personal preference thing is what it really comes down to.
Old 928s and oldish M3s share the roads and track very nicely. I can live with this.

I'd recommend a 5 speed if you're into a more sporty feeling than an automatic. If you're going to use the car as a commuter for work, go for an automatic. IMO both drivetrains are very satisfying, but clutch jobs on 928s creep me out more than doing one on my 944.

Stock vs stock, the auto S4 outpowers the S. Chipped vs chipped, I would put my bet on the 5 speed '86.
A 5 speed in stop and go traffic is NO fun. If i didn't have other vehicles to abuse in heavy traffic city driving, I would prefer an automatic.
If your street driving includes traffic, faster is just one of several things to consider, IMHO.
