My wipers work fine in the various off/slow/med/fast speed settings, but when I put the switch into the delay (down) setting, they won't turn off when I move the stalk back to 'off' or any other position.
They do stop when I turn the key off, then back on.
Is this a bad relay, or something else?

Relay relay relay...... anything with a built in timer/delay has a bit of logic decision making designed in and like most of us , occasionaly make bad decisions...
It must be the relay (or the potentiometer that feeds the relay) because the intermittent mode only activates through the relay - whatever you do don't replace it !!!
Much better options exisit that are half the price - get the VW digital intermittent wiper relay.
See this ancient thread:

Although I seem to recall a dissmissive post in there somewhere ...

If you need a relay, that one is a great choice. Works in the 78, no problem. It took all of 30 seconds, since I was in the panel already. Then you can use the potentiometer for something else...

Sounds like a different problem then -
Sounds like the self parking switch contact, there is a switch on the motor mechanism that feeds back when the wipers are in the park position - once a cycle is initiated these contacts cause it to complete - then stop at the park position unless there is an input to continue wiping. The contacts on the relay actually play a part in that circuit. Seems likely that the motor park switch contact or the wiring are at fault here though.

I got mine for $36 from this place about 9 months ago (for my 2nd one for the rear) - but its now @ $45:

The VW dealer was in fact $65 in 2002/3 - still worth it in my book.
I didn't find any cheaper now - but it varies - you'd need to sleuth it out, ebay sometimes too.
RDS - Randy's sounds like it is in fact the relay - you have more/different issues to debug...

I don't know if this one is programable, but the price is right. What year Jetta would have the needed relay. I just guessed while searching.
