Alex,
Do you know the name and ph# of the shop that replaced the tabs? How is this possible? I thought the consensus was that once these tabs broke, the radiator is junk.

Are there issues with a radiator that has never been run, but has been sitting for 5 years? Do you think the side tank seals might dry out and start leaking?

Mike yes that is possible. As an example, I had a brand spanking new one that leaked after one year. Why it did that, don't know, but it was an oil cooler that leaked, not the end tank. I'd say go with the lowest verifyable option. A rad is a rad is a rad.

Why not call Behr and ask if there is a shelf life?
There is no garrentee that a brand new radiator bought from a retailer has not been sitting for a while either. I would think that Behr would make a batch of radiators every few years to meet demand.

I pulled the trigger on the 928intl C&R on Friday afternoon. I waited as long as I could for options, and this seemed the best at the time, even though it was the most expensive option.

A little late here, but I'll post for posterity. I saw a fellow owener's Devek radiator that he installed about a year ago - maybe 18 mos. so I'm not sure if it's the current design or not. But it was clearly evident that the jig that this thing was made up on was out of alignment. If you measure it, everything measures up correctly, but it wasn't square. It looked nice, but upon installation, you could clearly see one side sittitng up 1/4" to 3/8" higher. Just fair warning.
