Well, when he says you will get the same performance gain as from chips he may be on to something there. But, all kidding aside, new Ebay user running private auctions smells something awful. I am sure that he will sell a bunch and move on.

I think we were beating this horse last week.
It's the old 'mod Temp I and/or Temp II' trick. Classic rig. Works by making the engine think it's way colder than it is, and richens the mixture past the point the O2 feedback loop can adjust it out.
If you floor it (and your WOT switch is properly adjusted) you'll get most of the same effect - O2 sensor feedback loop disabled, and mixture gets riched up ~10%.
It may work, but you'll be driving around pig-rich all the time - instead of ~14.7:1. Oh, and it'll shorten the life of your cats considerably.

Actually, it could be a mod of the AFM resistance as well, which is a more controllable hack.
But the bottom line is still the O2 sensor feedback is one of the final elements in the injector pulsewidth calculation. And it is always trying to correct the mix to stoich(14.7) - unless of course the WOT switch is activated.
