No start test plan for 1990?

Good ideas all, thank you. I thought that the loss of pressure in the fuel system was cause for concern, so I'll start chasing that down. I replaced the fuel filter recently, but I don't think I changed the check valve, could that be the issue with that system?
Any ideas about the observed vacuum or electrical things?
@Mrmerlin : I agree that I'll have to do what you say. When the wipers were being troublesome, that's where the issue was, so it's not out of the question that there is a similar thing going on, with a different system. Best to get everything sealed up and working normally.

The check valve is good for stopping back flow and it will help retain pressure in the rail for a while but not forever and a day. As long as the fuel is retained in the rail the pump will pressurise the rail more or less immediately given fuel is non compressible. Even if the check valve failed completely for the system to drain down the fuel tank would have to be nigh on empty for such to happen. Even so, the only issue such would cause is a longer time to start as in like about 5 seconds or so to flood and then pressurise the rail- nothing else and most certainly not your condition unless the delivery line was blocked or ruptured.
