It could be done, and I have done worse. But, I'm not sure why you would. Certainly not for $2000. If you could get it for $500 and had a free place to keep and work on it and a bunch extra time, it might make a nice hobby to tinker with and maybe, someday, have running. Pros: 928s are decent, solid cars, there is an excellent community here, and parts are largely available (although that is diminishing). If you wanted to do this project easily, quickly and well, you would be talking $20,000, $30,000 or something like that. Maybe more. If you just wanted to play with it you could have fun for $500 or $1000 a year and get it moving under its own power in a year or so. Maybe have something a little bit nice in three years or so. But most people run out of steam before they get to that point and abandon the project after 6 months or a year, leaving a mess like this one for someone else to clean up. You would need some moderately serious skills, the help of the community, and a boat load of patience.

I like to cruise the 928 forum as my sis had an 88 S4. I got to drive it some, amazing car. She ended up losing hers to the mechanic. She owed more than it was worth, and he was no 928 mechanic.
That aside. I have a 944 currently and a 924 decades ago.
In the 944 forums, at church, the pastor preaches this over and over -- There's nothing more expensive than a cheap Porsche. And we all say, Amen.
Further though, on 944s anyway, you are better off (if buying a non-running car) to pick one with good paint, body and interior, over one with awful paint, body issues and post-apocalyptic interior. Engine restoration is generally cheaper than bad body/paint/interior, unless it is an engine fire, or motor comes to you taken apart. I may be wrong on 928s but I believe the concept should hold true. I'm sure there is a lot I don't know that can go wrong on the 928, such as trashed wiring someone mentioned.
Anyway, listen to the pastor and congregation on this one. Exorcizing the evil from this poor soul will make you a poor soul.

My wife is a retired Clinical Psychologist, loves cars and supports all sorts of antics I participate in regarding the acquisition, housing, re-conditioning and maintenance of them.
If I brought this nightmare home and started working on it I would expect to have her "Baker Act" me for harming myself. She would be more tolerant of an 18 yo mistress!
I suppose if you are celibate and intend to remain that way (plus impoverished) you could take this on,,, Otherwise buy the ounce of coke and head off to the strip club as suggested to study the various shades of pink that are available for a nominal service charge...
