Actually, it's illegal to stop on the side of a California freeway for a non-emergency... I almost got a ticket for stopping on a long, unbroken stretch of I-5 to switch drivers a couple of years ago. Also, there are no inspections in this state really... people can drive any clapped-out POS and only rarely get "fix-it" tickets. The law says different, but I'm talking about the way it works in practice.
