What's going on with the current inventory for Bilstein shocks? I cannot find a set of rear shocks anywhere for an S4. Assuming this is supply chain related, or did Bilstein stop producing them for 928s?

No rears for at last 8 months. Bilstein say they will make them again but "when" is anyone's guess.
Same issue with rear Boge (Sachs).

Pikc up the phone right now and you can get the last four 92833305117 M474 rear shocks from Germany.
We will have three different shock configurations available, late this summer.
One will be an optimized "stock street shock" for completely stock (late) 928's which retain all of the stock suspension pieces, in excellent condition.
A combination of improved performance for modern tires, along with stock ride quality.
These shocks will "replace" the Boge Sport shocks, Bilsteins, and all of the lesser quality shocks, but will be made for cars with reduced ride height, from stone stock ride heights.
The second will be an "improved street" shock to match up with our "improved street" suspension.
This will combine greatly increased performance for wider/stickier modern tires, for those who can live with a harsher suspension and run their cars at a significantly lower ride height than stock.
The third will be exactly like the suspension that we developed for the "Extremely extreme GTS" project.
This will be dedicated to those who want optimum cornering force when using very soft autocross/race tires at very low ride heights. (130mm and lower.)
(Most of the later pieces already exist, in small quantities. We had a few extra sets of these pieces made when we had the upper shock mounts and spring mounts CNC produced. The shocks are custom JRZ shocks, with custom shock lengths, droop, and valving.)

@GregBBRD : For the options you've detailed, can you provide some information about what parts from the stock suspension will be retained? I've been planning on a refresh of things and would rather not buy some parts that I won't need with your kit.

I'd be thinking about the Improved Street but, given how crappy (read: it's all the original parts) my suspension is, even the Stock would probably be an improvement. Like you say, I like how the car looks lowered a bit, so Improved it would be!

The "improved street" will have all of the front A-arms bushings replaced to a non-rubber bushing. The front springs will be changed. Depending on what width rear tires are run, the rear springs may change. The sway bars will be changed, along with the bushings. Sway bar down links will be changed. The front sway bar mounts will need to be gusseted. The shocks will be shortened and the amount of droop will be altered. Some of the stock piece will be modified to increase suspension travel. Suggested front ride height will be in the 140mm range.

Another option is to buy a set of used Bilstein shocks and have them rebuilt. It's what I have been doing personally as I hate waiting on parts that might be made again.
